Overview:
We are looking for an experienced IT Project Manager to lead the successful implementation of web-based and/or low-code applications. You will work with both in-house development teams and vendors to deliver high-quality projects while ensuring stakeholder alignment and managing risks.
Key Responsibilities:
- Lead the development and approval of business cases for new projects, including stakeholder analysis, cost/benefit evaluation, and project timeline estimates.
- Manage the implementation of medium to large-scale projects with moderate to high complexity and risk.
- Oversee IT project dependencies across multiple divisions and external entities, ensuring smooth coordination and delivery.
- Collaborate with senior executives, IT teams, business programs, and external resources to define and execute project requirements, while managing stakeholder expectations.
- Work closely with the client's Business, IT, and Vendor teams to ensure seamless project implementation.
- Provide leadership and guidance to project teams, as well as manage vendor activities, reporting progress to senior management.
- Monitor project milestones and critical dates with the vendor to proactively address potential risks and schedule delays.
- Support the Contract Administrator in managing vendor relationships and ensuring deliverables meet quality standards.
- Follow best practices and guidelines (PMI's PMBOK, client PM methodology) to develop project management documentation, including budgets, status reports, and schedules.
- Use Microsoft Project Server and SharePoint to track and report on project activities within the state's portfolio management tool.
- Foster and manage relationships with internal and external stakeholders, including agencies, vendors, and community-based providers, to ensure successful project delivery.
- Oversee project risk management, cost control, and schedule adherence, while tracking expenses and ensuring they stay within budget.
- Assist with procurement efforts by developing Requests for Proposals, Statements of Work, and other contract-related documents.
- Ensure the delivery of high-quality project outcomes by managing the team and maintaining effective communication.
Required Skills & Experience:
- Strong IT Project Management skills with at least 10 years of experience in managing complex, large-scale automation projects.
- Proven track record in delivering IT application/system development and deployments on time and within scope and budget.
- Ability to make sound business decisions based on strategic objectives and resource availability.
- Extensive experience in managing project risks, costs, schedules, and quality, including testing and communication.
- Experience with low-code technologies such as Salesforce, Microsoft Dynamics, or ServiceNow (3+ years).
- Leadership and team-building skills, with the ability to influence and guide cross-functional teams.
- Strong communication and presentation abilities, both oral and written.
- Proficient in Microsoft Project, Project Server, and MS Office/Teams.
- Familiarity with Waterfall, Agile, and Hybrid development methodologies.
- Experience managing vendors on medium to large IT projects.
- Knowledge of healthcare systems, particularly behavioral health, developmental disabilities, and substance use (preferred).
- Experience with cost/benefit analysis, market analysis, and business case development.
- Familiarity with federal Application Planning Document approval processes (preferred).
- Experience in a healthcare or state government setting is highly desirable.
